The visit comes as the EU intensifies its efforts to counter Russian influence and foster closer ties with the South Caucasus. Von der Leyen’s focus on Armenia’s democratic reforms and alignment with European values marks a pivotal moment in the bloc’s diplomatic outreach. “The people of Armenia chose democracy, the rule of law, and to partner with the European Union,” she said, underscoring the significance of the country’s political direction.
Targeted Economic Measures to Offset Russian Pressures
Von der Leyen unveiled a series of economic initiatives aimed at alleviating Armenia’s financial challenges caused by Russian sanctions and trade barriers. These measures include a major financial aid package, the removal of tariffs on most Armenian exports to the EU, and progress toward visa liberalization. The Commission president described Russia’s economic strategies as a form of coercion, which the EU seeks to counter through greater market access for Armenian goods. “This will open the European doors to almost 99% of Armenia’s fresh fruits, vegetables, and plants,” she stated, illustrating the tangible benefits of the initiative.
“We are investing in a future where Armenia can thrive within the European Union Single Market,” von der Leyen added, highlighting the potential for increased trade and economic stability.
Armenia’s Peace Agreement with Azerbaijan as a Regional Shift
The EU’s support for Armenia was further contextualized by the recent peace deal between Armenia and Azerbaijan, which has redefined the geopolitical landscape of the South Caucasus. Von der Leyen noted that this agreement represents a “history-making moment,” creating opportunities for the EU to deepen its engagement with both nations. The bloc sees Armenia’s pro-European orientation as a catalyst for regional cooperation, with the EU positioning itself as a central partner in fostering unity among the South Caucasus states. “While Armenia is moving closer to the EU, the South Caucasus is becoming more united,” she remarked.
Significant Funding for Trade and Infrastructure Projects
Von der Leyen’s announcements included a major financial commitment of €52 million for Armenia, with an additional €18 million allocated to trade-specific initiatives. This funding is intended to bolster Armenia’s economic resilience as it navigates the aftermath of the Russia-Azerbaijan conflict and the ongoing impact of Russian sanctions. The EU’s backing also extends to infrastructure projects under the Global Gateway initiative, which aims to enhance connectivity and economic integration in the region. “The EU steps up when our partners face pressure,” she affirmed, stressing the bloc’s political and financial solidarity.
“Armenia’s democratic choices and its commitment to reform are key to unlocking this support,” von der Leyen explained, linking the aid to the country’s broader strategic goals.
EU’s Strategic Vision for the South Caucasus
The EU’s strategic engagement with Armenia is part of a broader plan to strengthen infrastructure and economic ties in the South Caucasus. Von der Leyen announced a €200 million contribution to the Global Gateway project, which includes investments in transport, energy, and digital networks. This initiative is designed to create a more resilient and connected region, with the EU positioning itself as a vital partner in the development of the Middle Corridor—a key trade route linking Europe and Asia. By prioritizing Armenia’s integration into European markets, the EU aims to solidify its influence in the region while supporting Armenia’s sovereignty and growth.
