The study was released after the hottest August ever recorded, matching July 2023, as a strong El Niño developed in the Pacific. Its message is that well-designed policies, technology and local programmes can produce positive tipping points: moments when progress reinforces further progress.

“To reverse damage to our ecosystems before it’s too late, we need to unlock positive tipping points where progress builds on itself, costs fall with scale and recovery becomes self-propelling,” says Professor Tim Lenton, chair in climate change and earth system science at the University of Exeter.

Clean electricity can unlock wider change

Renewable power is one of the clearest examples. As solar and wind deployment expands, supply chains develop, finance becomes more available and prices can decline. Cheaper clean electricity can then support electric vehicles, heat pumps, cleaner industry and improved air quality.

In the European Union, wind and solar generated a record 30 per cent of electricity last year, overtaking fossil-fuelled power for the first time. EU solar output reached 369TWh, a 20 per cent increase from 2025.

By 2030, solar energy alone is projected to reduce the bloc’s annual emissions by 154 million tonnes of carbon-dioxide equivalent, comparable with the Netherlands’ total greenhouse-gas emissions in 2023.

“Because clean power unlocks electric mobility, heat pumps, clean industry and clean air simultaneously, this is the highest-leverage transition across all five Earthshots,” the report says.

The challenge is increasingly about delivery. Larger electricity grids, faster permitting and more clean-energy finance—particularly in the Global South—are needed to connect renewable generation with households, businesses and transport systems.

Africa’s solar opportunity

Africa has 60 per cent of the world’s strongest solar resources but receives less than two per cent of global clean-energy investment. Greater investment could help meet rising electricity demand while lowering dependence on imported fossil fuels and equipment.

South Africa, Morocco and Nigeria are developing domestic solar-manufacturing plans. Morocco has doubled output to roughly one gigawatt a year, South Africa has similar capacity and gigawatt-scale projects are coming online in Egypt.

“A few years ago, local solar manufacturing was barely on the agenda anywhere in Africa,” Benjamin Clarke, policy director at the Africa Solar Industry Association, told AP. “It is now becoming a recognised pillar of industrial policy and green economic development.”

Cleaner cooking, healthier communities

Climate progress also depends on changes inside homes. Around 2.1 billion people still cook with polluting fuels and technologies, exposing families to harmful indoor air pollution while contributing to deforestation and emissions.

Expanding access to cleaner cooking can improve health, reduce pressure on forests and free up time often spent collecting fuel. When affordable equipment, reliable fuel supplies and supportive public policies are available together, adoption can grow faster.
