Strategic Vision for Continental Security
French President Emmanuel Macron articulated the coalition’s ambitions through a message posted on social media platform X, where he emphasized the dual objectives of safeguarding Ukraine while simultaneously strengthening collective European security. The French leader described this initiative as constructing what he termed “the Europe of defence,” signaling a transformative shift in the continent’s approach to military preparedness. This declaration emerged during the broader “Coalition of the Willing” gathering, where approximately twenty-five heads of state and government representatives convened in Paris throughout Monday and Tuesday to deliberate on continued support for Ukraine and to intensify diplomatic pressure on Russia.
“We believe that the protection of Europe, requires a global solution of integrated missile defence architecture to deter and defeat future missile threats,” stated the joint declaration signed by the ten participating nations.
Leadership Engagement and Diplomatic Preparations
Ukrainian President Volodymyr Zelenskyy held preliminary discussions with French President Macron ahead of the main summit, during which both leaders examined the current situation along the front lines and identified Ukraine’s critical requirements for protecting its civilian population from ongoing Russian attacks. Zelenskyy stressed the importance of reinforcing Ukraine’s position while accelerating the development of Europe’s anti-ballistic capabilities. He specifically noted that France possesses the precise capabilities and advanced technologies necessary to provide meaningful assistance in this endeavor.
The Paris summit, co-hosted by France and the United Kingdom, will focus on advancing toward a ceasefire agreement and revitalizing peace negotiations. According to the French presidency, the gathering at the historic Hôtel des Invalides aims to cultivate renewed unity and cooperation among allies committed to supporting Ukraine. These commitments build upon pledges established at the recent G7 summit held in Évian and the NATO summit in Ankara, where allied nations agreed to provide seventy billion euros in military assistance to Kyiv throughout 2026.
“Faced with the ballistic threat, we are making a clear choice: protect Ukraine, strengthen our collective security, and build the Europe of defence,” wrote France’s President Emmanuel Macron on X.
Expanding International Participation
The coalition has grown substantially to encompass thirty-seven countries, with participants engaging both in person and through video conference connections. Two additional nations—Moldova and North Macedonia—are scheduled to participate in Monday’s proceedings for the first time, demonstrating the expanding reach of this defensive initiative. Meanwhile, the Kremlin responded dismissively to the summit, characterizing it as a “coalition of warmongers” whose leaders allegedly lack genuine commitment to achieving peace.
“It is important to strengthen Ukraine, reinforce our air defences, and accelerate the development of Europe’s anti-ballistic capabilities,” Zelenskyy declared, adding that “France has precisely the capabilities and advanced technologies needed to help.”
France’s National Celebration and Strategic Messaging
The diplomatic gathering arrives on the eve of France’s celebrated national public holiday, Bastille Day. Speaking to armed forces representatives prior to the Ukraine allies’ meeting, President Macron delivered a powerful message regarding Europe’s commitment to defending fundamental values. He emphasized that peace remains the ultimate objective while affirming that Europe cherishes freedom and rights above all else.
“The message we are sending to the world is the following: Yes Peace is our goal. Yes, we cherish freedom and rights. And yes, we stand ready to fight to defend them always, even at the cost of blood if necessary,” the French President declared.
Macron further projected confidence in Europe’s future capabilities, stating that within a few years, the continent will have established new defensive capabilities and orchestrated what he described as a strategic awakening.
